What can I claim before getting my ID card?

Subsidies available during dependent residency (before household registration)

You can claim most benefits tied to labor insurance or your children: labor-insurance maternity benefit (if insured through work), the childcare allowance (as long as the child is a citizen), tuition support for 5-year-olds, birth bonuses (in some cities), and emergency relief. Benefits that require full citizen status (civil-servant scholarships, civil-servant housing loans) must wait until you receive your ID card.

Public kindergarten tuition fee reduction

Children aged 3-6 attending public kindergartens enjoy significant tuition reductions, with out-of-pocket expenses of approximately 1,000 to 3,000 yuan per semester.

Subsidies for Quasi-Public Kindergartens

Children attending quasi-public kindergartens that have contracts with the government can receive a monthly subsidy, with parents paying approximately 3,000 to 6,000 yuan out of pocket, which is far lower than that of typical private kindergartens.

Childcare allowance

Children under 5 years old who do not use public or quasi-public childcare services can receive a childcare allowance of up to NT$5,000 per month.

Childcare subsidies (quasi-public)

Parents can receive a maximum monthly subsidy of NT$8,500 for sending their children to quasi-public childcare centers or home-based caregivers, thus alleviating the burden of childcare for parents.

Overseas Empowerment Program for New Immigrants and Their Children (Fully Subsidized)

New immigrants and their children will receive full subsidies for returning to their country of origin for more than 7 days during long holidays for cultural exploration, mother tongue learning, or corporate internships, with a maximum subsidy of NT$100,000.

Scholarships and grants for new immigrants and their children

To encourage new immigrants and their children to study hard and alleviate their family's financial burden, scholarships for outstanding students and grants for students from impoverished families are provided, with a maximum subsidy of 8,000 yuan.

Digital Literacy Enhancement Program for New Immigrants (Free Courses)

We offer 20 hours of free digital courses covering tablet operation, cybersecurity, fraud prevention, and online service application. This aims to bridge the digital gap for new immigrants.

Chinese Language Learning Class for New Immigrants

The course is completely free, including the cost of course materials. Participants who complete the course and attend at least two-thirds of the sessions will receive a certificate of completion to help them integrate into Taiwanese society more quickly.

Free legal aid for new immigrants

New immigrants in Taiwan (foreign nationals or spouses from mainland China) who encounter domestic violence, marriage disputes, divorce, child custody issues, or residency disputes can apply to the Legal Aid Foundation for free legal consultation or litigation representation — without any fees.

Incentive for new immigrants obtaining technical certification

New immigrants are encouraged to obtain national-level technical skill certificates to improve their professional skills. A reward of NT$2,000-4,000 is given for Level C certification, and NT$4,000-8,000 for Level B certification.

Micro-enterprise loans for new residents

New residents in Taiwan (foreign nationals or spouses from mainland China) who intend to start a business can apply for the government-provided micro-entrepreneurship Phoenix Loan, with a maximum of NT$2 million, an annual interest rate of approximately 1.5%, and no collateral required.

New immigrants' vocational training living allowance

A living allowance of NT$12,000 per month will be provided to unemployed new immigrants during their vocational training period, for a maximum of 6 months, to help them acquire professional skills with peace of mind.

Prenatal checkup subsidy for new immigrants (during the period when they are not covered by health insurance)

For new immigrant pregnant women who have not yet joined the National Health Insurance, the cost of 14 prenatal check-ups, ultrasounds and screenings will be fully subsidized, in accordance with the National Health Insurance reimbursement standards.

New Taipei City Medical Assistance for New Immigrants Before Registration

For new immigrants registered in New Taipei City who have not yet obtained an ID card, subsidies will be provided for emergency medical treatment or hospitalization expenses incurred during their stay in Taiwan, with a maximum subsidy of NT$10,000.

Educational subsidies for children of new immigrants

Children of new immigrants (foreign nationals or spouses from mainland China) attending elementary, junior high, or high school can apply for tuition and miscellaneous fee subsidies and additional educational resources provided by various counties and cities to help them integrate into school life.

New immigrant adaptation guidance course (free)

The National Immigration Agency provides free life adaptation guidance courses for foreign spouses and new immigrants in Taiwan, covering topics such as Taiwanese culture, legal knowledge, language learning, health, and employment, to help them integrate into life in Taiwan.

New immigrant interpreter dispatch service

Free professional interpreters are provided to assist new residents with communication in public spaces such as medical facilities, judicial offices, administrative offices, and schools. Supports 7 languages.

Multilingual service for new immigrant driver's license exams

We offer free test questions and pronunciation guidance in eight languages, enabling new immigrants who do not speak the language to take the test in their native tongue. The test bank includes Vietnamese, Hindi, Thai, English, Japanese, Korean, Cambodian, and Burmese.

Social assistance for pre-citizenship marriage immigrants (assistance for new immigrants before citizenship)

To address the predicament faced by new immigrants who cannot apply for low-income household registration before obtaining an identity card. To provide living assistance, medical subsidies, emergency relief, and maternity subsidies.

Salary and allowance for prenatal check-up leave and paternity leave

Employees are entitled to paid leave such as prenatal check-up leave (7 days), paternity leave (7 days), and maternity leave (56 days), and employers must pay them as usual.

Parental leave pay

During the period when an employee takes unpaid leave for childcare, they can receive a monthly allowance of 80% of their insured salary for a maximum of 6 months (each spouse can apply separately).
